Cardiff’s rapid population increase in the second half of the 19th Century put enormous pressure on its administrative buildings. Many judges were critical of the overcrowded law courts and believed they were no longer suitable for purpose. When the opportunity came to build a new civic centre, Cardiff Corporation bought 59 acres of Cathays Park from The Marquess of Bute and built new law courts on the site.
This level was presented to the Mayor of Cardiff, Thomas Andrews, when he laid the foundation stone of the Law Courts in October 1901.
